Strange boot-up process

Hey guys, so I recently built a new computer together and everything is running great except for one thing, my computer has the strangest boot-up cycle that I have ever seen. What my computer will do everytime I boot up is turn itself on, then turn itself off after a few seconds, then turn back on again and then remain on until I decide to shut the computer off.

As of now, there hasn't been any noticeable problems. Occasionally, however, when I try to boot my computer on the display on the monitor will become incredibly blurry and unreadable, but the system is still running fine. To fix that though, I usually just have to reboot or readjust the power cords to my GPU. My question to you guys is in regards to my computer's boot-up process and whether it is acceptable/normal or not. If possible, I would love to find a repair for this so I don't have to keep dealing with it turning on, off, then back on again.

It's possible that some of your hardware is not up to full speed on the first boot, so the system re-boots. Some BIOS allow you to set a delay on boot so the hardware can spin up to speed. You might check the mobo BIOS options or ask the mobo maker if there is a setting that will correct the re-boot on power-up.
