Question Strange bug whit gt1030 and afterburn

I tried to underclock my gpu it all worked fine but from yesterday,I noticed something strange:
The cloking speed is 1250(base speed) even when its underclocked.
Memory is at 880hz so its working.

After the answer in that post my pc ran whitout problem for 9 days,after that the problem happened again.
I tried to lower the clock speed more,but even at its lowest nothing was changing(-400;-502).
So I did some research and decided to lower the power limit.
until 90% the problem was still occuring but whit longer interval 15min~
Now its set at the lower possible 85% and it kept going for 28 min,then it reboot again.

HeavenMark Extreme test still run for 1hour+ whitout any problems.

So is it the PSU or GPU?
Am I just this unlucky to have not 1 BUT 2 faulty components at once?
