Strange Distortion in some games

I play some games fine, other games get this band of distorted graphics across the screen when the game is in motion. I tried making a movie of it but when I played the video the distortion didn't show up.

I've changed monitors, switched monitor cables, switched between an R9 380 Radeon and an nVidia 465 gtx. The distortion shows up on Final Fantasy Mobius but not Fallout 4. I just saw it when playing the new Revelution online but not in Project Genom.

I've run out of ideas as to what could be causing it.
 
Not screen tearing. I've seen that. It happens with camera motion. However not the entire screen has the effect. Final Fantasy Mobius has a map on one side of the screen while the character is on the other. When the camera is moving to pan around the player this narrow band of graphics is unevenly distorted but above and below are fine, as if there were no distortion. Tearing doesn't do that and the unmoving map doesn't have that effect in play. I would take a picture, but no camera. >..<
 
Hmm, the Unity engine, so a mobile type game running in Windows?

So much information out there regarding the engine it may be difficult to locate information on your problem. Most of the information I found in a quick search was developers actively trying to create distorting effects.

A lot of them were talking about using multiple camera angles to create effects. Does the game have any camera positioning settings you can tweak?

Beyond that I would hit up Unity or FF:Mobius forums for further assistance.
 
Does Revelation Online has the same problem but they use an Inhouse engine called BigBang. Wait, does the Steam pc version of Final Fantasy X also use the Unity engine? I just remembered it does that as well.

Edit: Nevermind, I checked and FFX does indeed run on the Unity engine. It may be my problem.
