Strange downloading problems...

I recently built a system with an MSI 970 gaming mobo, amd fx 6300 cpu, 32gb ram, Asus Matrix video card, etc.

Everything was going great... I installed windows 7 (with a valid key) , now, anytime I try to update anything.. or rather download anything, it doesn't do anything. Sometimes it starts downloading than stops/hangs at 1/3 of the way. Right now, its on windows update, I click update, it sits at 0kb and 0%. (Yet I can stream video, surf etc on the same computer)
I have the "killer ethernet" shut off at the moment, but that didn't seem to make any difference.
I even tried the "get windows 10" link from the microsoft website, the setup took all night to download! and samething, once it tries to download windows 10 files, says network/internet failure. (Yet I can be watching a video on it)

The system is hardwired straight to my Router, and shows no problems what so ever, I've even unpluged it and plug in other comp (this one) and everything fine.
speedtests show:
This comp 26.85mb down 2.30mb up

New comp 1.80mb down .80up - after a restart same thing.

I've tried drivers etc... but this is getting crazy already. Any help is greatly appreciated! Getting frustrated.

Also, need to mention that any driver update windows, or any download windows, will not close, and remain stuck at 0
( I have uninstalled and reinstalled network drivers numerous times)
I have also disable the "enable bandwidth control" - that seems to get the speeds back, but then when I try to download anything no windows or anything comes up (speedtest again drops to 12mb as if something is running) but the program manager doesn't show anything either!
security - microsoft security essentials
ethernet ports are all fine.


I have attempted ALL "fixes" that appear on google everything, Windows will NOT update, nor can I get the "windows10" app to run.
