I have such a problem that during the game or even without gaming, just watching youtube for example I have strange drops in usage gpu, or power. In general, it's like everything just turned off for a second and suddenly it started to work again. During this there is, of course, a delicate cut. During this drop you can hear such a strange click, but I can't tell you where it comes from, whether it's a graphics card or a CPU?

Components:

GPU: XFX rx 580 8gb

CPU: I5 4690

MOBO: Asrock H97M Pro 4

Ram: Hyperx 2x4gb ddr3 1600

Power supply: SilentiumPC 600W

Tricky, that could be a power delivery problem from the PSU, could also be a GPU-software issue. You could try uninstalling your Radeon drivers using DDU:
https://www.guru3d.com/files-details/display-driver-uninstaller-download.html

And then manually install the latest drivers.

I did that and issue is the same.

I think its GPU, look on this temperature and its going up just with open browser
