Question Strange effect when looking around in games even when performance is otherwise OK

The same "effect" is happening in all games. At 60 FPS the image is smooth as silk but around 40 FPS it starts to get progressively worse and around 30 FPS it's unwatchable. I'm losing my mind over this because at 30 FPS at least looking around/panning should be somehow smooth, not this mess. Any idea what's going on here would be much appreciated!
Windows 10, i7 4790K@4.5GHz, RTX 2080Ti, 16GB RAM.
 
Yeah that's the frames not syncing up with your monitor.
I would try going to nvidia control panel,3d settings and changing vertical sync to fast.
If that doesn't help state you monitor but I fear the only thing that would help would be to reduce settings (or get a new system) to get more FPS.

Are you really sure it's monitor? This is direct screen capture, not recording the monitor with my phone or something... wouldn't the video then look normal on "better" monitors? Do you know what I'm trying to say?
