strange fps drops and stutter

I got a problem with my computer.

My setup:

Phenom II x4 920 @ 3.2 Ghz (OC)
ATI HD 7770 1 GB (14.4 Driver)
4GB RAM
24 Inch Monitor (1920x1080)

Windows 8.1 with all Updates

I got strange fps drops in diablo 3 and dota 2. I dont know what is the bottleneck in my PC? Or is it Windows 8.1 that cause this problem?

I use Vsync and Triplebuffering, so i got 60fps all the time but sometimes it drops to 40+ and it starts to stutter. It doesnt matter if I change the video settings or not, it drops if everything is on low and it drops if everything is maxed...

I cleaned the fans inside my computer and the cpu temp ist always under 50 Celsius.

Disable Vsync and triple buffering, they cause stuff like this if your fps ever drops below 60.

I've been having the same problem but only with Dota 2 not D3, seems to have started with the 14.4 driver (I have a Radeon 7850) and have yet to find a solution...
