The software to run the card. You need to remove the old drivers and install new ones. This is likely your problem.

download this

Run it to delete your GPU drivers.

Then download this

And install it.
I would think it was the PSU at fault but could be something to do with motherboard but doubt it would affect it I would look at the PSU to start with

Seasonic focus/prime
I would recommend an EVGA SuperNova Gold G2 / or new G3 /GS / GQ, Platinum P2 / PS, or Titanium T2 or a Seasonic M12-II Evo or S12-II
GOOD PSU EVGA is a B2, G2, G3, P2, GS, PS, or T2. Avoid the EVGA B1 and G1 series/ I bought a EVGA G3 with 7year garentee

from what i tell the tower comes with a 460w psu and looking at the gpu box it says it need a 500w psu so im thinking thats the problem thanks for the assist

That is very likely NOT the problem, 460 is enough for a 1070ti. Also underpowered systems crash, they don't run poorly.

as far as psu is concerned i dont know the brand or name but its a 460W

and driver. what do you mean?

Not necessary true, when a graphics card has close to enough power, it will start dropping fps and doing weird things. It won't always crash. A 1070ti with 120w instead of 150w going to it would still work, just not well. if the whole system was 100-200 watts over the limit, then you start crashing and breaking things.

That being said I highly doubt you were that close to capping out your PC. Most manufactures build PC's with at least a 10-20% watt overcap. so the 30w difference wouldn't blow that.

Uninstall the software for the graphics card, then look up removing the drivers. Then reinstall.

If you are that nervous about the psu not having enough, you can use a site like pc-picker and see the actual wattage your pc needs.

up to 55 fps (or more on highest) in destiny 2 i think that did it

No, it is true. You have a fundamental misunderstanding of how this works. PSU's do not "give" power, PC parts "take" power. If the GPU needs 150w to operate and the PSU can only provide 120w the PSU is overdrawn. A good PSU will take that in stride with its protections, a bad one will just conk out on you. A good PSU can survive that for a while, a bad one will permanently fail fairly quickly. Needless to say that range is not 100-200w, its 50-100 on a good PSU. The GPU does not change its needs though and a proper OCP or OPP equipped PSU will cut out to protect itself before it would ever just underpower the device.
