Strange issue with my computer

Hello,

I have been having some weird issue with my computer for the past few weeks now. My system won't boot sometimes or most of the time if I have plugged in (having plugged into the power). Meaning that, the fan would spin of both the CPU and GPU, but the it won't display anything. Not even the keyboard nor the mouse would turn on. And, the mobo doesn't spit out any sound that would indicate it's a mobo issue. If I pull the plug of the system and after an hour or so, plug it back in and turn on the system then it will turn on the computer normally, but it won't if I have plugged in for a while.

I'm assuming it's an issue with the PSU, but I don't have a spear PSU to confirm it. I was hoping if you guys can help me out a bit here.

I do apologize if I'm posting it on the wrong section of the forum.

No computer beep, eh? I had a problem like that. It wasn't the computer. It was the monitor.
When I'd start the computer after using it for a while and shutting everything down, the next start up was a black screen. It would start back up only after I turn off the PSU, press start for a few seconds to drain the system and then turn on the PSU. I'd press start and the computer would fire up Windows. Very annoying problem.
How I discovered that it was the monitor, I used it with my work station computer and had the same 'black screen' results.
The monitor was an Acer XF240H, 24", 144 hz. At the time of purchase was the best 144 hz monitor under $300. So I bought it.
I suspect a weak capacitor wasn't hold enough power to turn on the screen or recharged fully only after power was drained. I'm not willing to do a continuity test on the monitor's IC board so I'll never really know what the cause is.
How I use this particular monitor now is, when I shut the computer down and turn off the monitor, pull the power plug on the monitor, press the 'start' button to drain all residual power. In the morning, I put the power plug back in, turn on the monitor and start my computer. I've been doing this for a year and the weird thing is, it turns on every time I do this. Go figure.
It's happen to a few other people who own Acer monitors, too.
