Question Strange lighting issue

Ok so I've had this issue for years. Over many games and many different builds. Idk what the hell it is and idk where to even start for a Google search. It's like this crap where every time I look at a skybox in a game or a dark area with smoke and a flashlight or some other kind of light source this happens. It looks like a bunch of lines and circles around the light or particle effect, such as smoke. I've tried messing with all of my brightness, contrast, and gamma settings and nothing has ever worked. Can anyone help me diagnose this and possibly, hopefully, resolve it. It's incredibly bad in resident evil 2 (2019) and bf5.

These screenshots show the distortion and pixelation I deal with in shadowy and dark areas.

Do you know anyone else who has a similar system and plays the same games?

Or do you have access to another computer where you can play the same games?

Just curious if the same "lines and circles", etc. still appear.

Silly question just making sure have you tried updating drivers or reinstalling them with a clean install?
Yes. I always install my graphics drivers with clean install. This has been a persistent problem for a very long time. It's just really bad with BF5 and RE2.
