Question Strange minecraft fps issue

So recently i decided to come back to minecraft to play RLcraft, i neved played minecraft on this pc since i bought it.
I have this strange problem with in game fps.

(i know 10gb of ram for minecraft is too much, i was just testing)
As you can see they keep jumping up and down and the game feels choppy as hell, it happens on both modded and vanilla minecraft.
I also tried almost every solution i found online.
It's been a week since i started searching for a solution.
PC Specs:
MOBO: MSI B450 gaming plus
CPU: AMD Ryzen 7 3700x
GPU: EVGA Nvidia RTX 2070 Super XC Ultra Gaming
RAM: 16x2 Corsair Vengeance MHz
PSU: EVGA 750 GQ

I can just bump to this thread - i have same problems - no answer still... still no one know what's the problem?

i saw a video a while ago saying it might be the mouse polling rate, try changing that
