Strange PC studder

My PC seems to studder when I have music playing in iTunes. Not just the sound, but mouse and page movement as well. Like the PC is rapidly freezing and un-freezing. It. It ONLY does it if there music playing in iTunes and I am doing something that involves the internet loading something, or if I am typing something in browser. It will also slightly do it if I run the mouse over links. I am using Windows 8.1 and the browser is Google Chrome.

I have never used this forum before so if this is placed in the wrong category please tell me where to move it to. Thank you
