[SOLVED] Strange... PCIe x16 slot is 2.0 but AMD cards only run at PCIe 1.1

This GPU-Z screenshot shows the RX 590 only running at PCIe 1.1 while the render test is running. I would expect it to switch to PCIe 2.0 when the test is running. What's wrong?

This is the system:
Asrock 970A-G/3.1
FX-8350 @ 4.6GHz
2x8GB DDR3 1866 RAM
Sapphire PULSE RX 590 8GB (1st x16 slot on the board )
PCIe x4 M.2 SSD (in M.2 header)
Rosewill H.I.V.E. 750W PSU
No other board slots are being used.
All temps are normal.

New Update: Tried both my RX 590 and RX 570, and they both remain at PCIe 1.1 while running Furmark and GPU-Z Render Test. Yet, two of my Nvidia cards (GTX 970 & GTX 1050 Ti) both switch to PCIe 2.0. The Asrock AMD platform apparently doesn't like AMD cards!?

Not very familiar with the motherboard, so I won't be too helpful but at least it's a bump. Why does the motherboard switch between 2.0 and 1.1? Shouldn't it just always be one or the other? Or at least, see if your bios allows you to lock in the speed/protocol used.
