Strange performance drop after a week after windows install.

My friend got his pc cleaned out and had someone install windows 8 on it.
He has a
-gtx 950
-an older amd apu
-12gb of ram
His pc ran everything fine 50-60 fps in rainbow six ,same with gta V and with the same settings a week later his pc can't run rainbow six at 30 fps,and gta V stutters so much that it's un playable,he says he has nothing running in the background.

As I said it's my friends system,but most likely it's not I virus he tries to take care of his pc so much that he doesn't even vant to reintall games from steam if they are corrupted becouse he fears that it would ruin his hard drive(he's not a tech savie) and avoids cracked games from a mile away.could it just be the fact that a few lunchers are running in the background?And he just can't see them becouse he's not good with pcs.What kind of software update could t be?
And if it was a software update shouldn't it affect my other friend with a 950 or shouldn't it just affect games with the same luncher or something?

That's a good idea but I knew he's not hte type of dude who would get viruses in the first week.
For some reason msconfig has limited his a10-5800k to 1 core solved it.
