Strange Performance Issues

Hello everyone,

I own a GTX 1060 and I7-7700. Last 3-4 months I've had some issues in gaming that render games pretty much unplayable. The games I am trying to run are Witcher 3, Total War:Warhammer, ME:Shadow of Mordor and in all of them I have the same issue. The issue is stuttering that occurs about every 20-25 seconds and last about 5-10 sec. It occurs more frequently when I move my in-game sight. Stuttering occurs both in sound and in video and it seems like sound stuttering and video stuttering occurs synchronously. I tried to google this issue but couldn't find a solution. Any help is appreciated, thank you in advance.

What is your actual cpu/gpu usage and cpu/gpu temps while gaming?

Is your cpu clockspeed hitting the level it’s supposed to?

Looks like I found the problem. My CPU temperatures without load are around 75-80 degree so I think during the game it rises up to 100 degree. Thanks for answer.
