Strange Performance With New GPU

Hey, so I recently bought a GeForce GTX 560 SE, and I don't know if it's the GPU that's acting odd or something else.. I think it's to do with it only having 1 gig of video memory. Anyway, performance on games seems to work very strangely. Before, with my GT 630 settings on games affected the performance greatly but on the GTX 560, low settings Fallout 4 I get 40-50fps. Put to ultra, 20-30fps. On GTAV, low settings 50-60fps. Ultra 35 fps. It seems like a tiny difference, and that with so little difference the framerate should be even higher on lower settings. Does anybody know why?

Your CPU is bottlenecking the graphics card. To check, you can do several things. One is what you've already done, and that is lowering graphics settings an noting the change in FPS. Little change in FPS is a good indication. You can also check your CPU usage while in game. If it's consistently at 100 percent, that's another good indication. You can also compare benchmarks to other systems with the same graphics card and different CPU's. Have you checked your temps to see if the CPU or graphics card is thermally throttling?
 

The only symptom I seem to be getting is the little FPS change, but the GPU can get very hot. Could my issue simply be that the CPU is not very good and is holding things back?
 


It was already off, I usually put it off in games anyway because I don't mind screen tearing too much. I think about 71C, last time I checked on Palit Thundermaster.
