Question Strange Pixel Errors on 2D graphics

Hello,

I sometimes have some strange errors on 2d graphics. So i assume the graphics card is not guilty. It also is not the monitor or monitor cable because the error keeps on the image while scrolling. Once it has been buffered the image keeps being corrupt.
That would not be thaaaat Bad, but the system also hangs sometimes for quite a while like pc is super busy. But the task manager tells me neither RAM nor processor nor hard drive is under real heavy Work.

Do you have any idea what could be the issue?

We will need more information. If you're on a desktop, please list your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS: Include the version since you're on Windows 10.

If you're on a laptop, include the make and model of your laptop and it's SKU. For both, check and see which version of BIOS your platform is on and if you have any updates pending for said platform(laptop/desktop).

Artifcating like that often happens when the drivers are corrupt or the GPU isn't fed necessary power.

CPU:Core i3-7100
RAM: 2*8 GB Kit (Corsair DIMM 16GB DDR4-2400)
Ssd and hdd (hdd is a 3.5'' seagate, sata ssd)
no m.2
graphic Card GeForce gt710
Windows Home 10 (latest Patch Always)

also i have a Mini itx Chassis with an external 150 Watt Power supply (http://www.nanum.de/netzteile/externe-netzteile/se-n150l6/)

i think im stuck with the Power supply because of the connector (??)
