Question Strange power issue.

When ever I unplug my PC it takes sometimes 20 tries or hundreds of attempts to power on. Sometimes nothing happens when I press the button, sometimes a revolution or two of the fans then immediate loss of power. But once I get it running it's one press starts without fail until it is unplugged again. When running there is no other issues that are apparent. I have a brand new power supply, hoping it would remedy as well as a new video card and power switch.
 
Even brand new power supply can be faulty.... is there some way to test the power supply on another machine?

If its not the power supply, check your mobo for leaking/damaged capacitors.
