Strange problem with either CPU or Mobo

The PC powers on for a split second and then shuts off. I have tested all components and narrowed it down ro either the CPU or the mobo. Here is whats strange, If I disconnect the 8(4+4pin) ATX connector for the CPU, the computer will power on and the mobo debug light illuminates red for the cpu, which is to be expected with limited power. So what I am wondering is if its the slot on the mobo or the CPU itself...any takers?

Could you post your full system specs-also is this a brand new build or one that has recently developed the issue?
