Question Strange Problem with PC. Random Fps drops after leaving the pc for a while (not always)

Hello everyone, after trying about everything I could, googling for days and weeks, I decided to post because I have no more clue. Maybe someone can help me.

The problem does NOT always occur, therefor it drives me even crazier xD

General problem: For example, if I was in Rust and then left the PC idle on the desktop for 2-3 hours and came back, the problem occurs. Games feel stuttery and the fps are lower than usual. As an example I capped the fps to 200 in Modern Warfare 3. If the problem doesn't occur, I never go below these fps. As soon as the problem occurs, the fps stumble somewhere between 100 and 180, but usually around 150. The fps jump extremely.

Same problem with different times: Today I turned on the computer, was in Rust for 10 minutes and then closed the game. When I went back to the PC after about an hour, the problem occurred. During problem: FPS instead of 200+, at 150-170 with large FPS drops and a generally "stuttering" image.

CPU & GPU clock speeds are OK (same as without problem)

CPU&GPU temperatures are OK (same as no problem)

After restarting the computer, everything was back to normal.

PC Setup:
Windows 11
Ryzen 7 7800X3D
Arctic Liquid Freezer II 360 ARGB Black
Asus Tuf Gaming B650 Plus Wifi
G.Skill Trident Z5 Neo RGB 32GB Kit DDR5-6000 CL30
Asus Tuf RTX 4070 O12G Gaming
1 TB Kingston M.2 NV2
2 TB Kingston M.2 NV2
Thermal Toughpower GX3 850W 80+ Gold

Tested and still happening:
Installed Latest AMD Chipset Driver
Graphics card driver completely reinstalled (reinstallation)
Completely uninstalled AMD graphics driver with DDU
Fast startup disabled in Windows
GPU undervolting and power limit set to default
CPU power limit, temperature limit and curve optimizer set to default

While the problem is occuring, I have made those tests:
Same points in Cinebench with and without problems
Same points in CPU-Z with and without problem
Same FPS in Furmark with and without problem
CrystalDiskMark shows very good values for the SSDs
MemTest shows no problem with the RAM

What BIOS version are you on?

Completely uninstalled AMD graphics driver with DDU
Use DDU to remove all GPU(Intel, Nvidia and AMD) drivers from your platform, then manually reinstall with the latest GPU drivers sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.

Version 23H2 (Build 22631.3007)

I have indeed uninstalled all of the Drivers including Nvidia and AMD (AMD was just the integrated graphics that I have disabled anyways) I have made a clean reinstall of the Nvidia driver not too long ago.
 
New realization:

Today I was in rust for 2-3 hours and after i closed the game, i didnt idle for a few hours like usual but went straight into another game and the same problem occured. I am so clueless
