Strange screen tears/ bars on desktop maybe related to refresh rate

I recently assmbled a Pc. 970 extreme zotac, gigabyte 970a ds3p, fx 8350 16gb gskill sniper 1866 and an antec hc gamer 750w. I noticed the desktop has some weird tearing if you look close (now i cant unsee it) and its there in modt thing i think. Some vertical dotted bars, a tiny vertical blurred horizotal bar all across the very top of the monitor and some barely perceptible horizontal bars kind of moving that make me think this is refresh rate related. Im on an lg flattron at 60hz 1080p. Pics here. Sorry, im on cellphone.

Try to discern the ones created by the phone from the dotted ones and the vertical line. I will distingish them more clearly once on the pc

I also, while playing video, I have some constant 'horizontal wipe' on video that's not all that perceptible and ocationally some pretty noticeable horizontal screen tearing

This is the most clear picture of the vertical ones. You have to look fullscreen and can easily tell the dotted lines from the phone created ones.
