Strange VCore FX8350

Hi.
So recently i tried to overclock my cpu. Temps are fine,50ish max and never had a freq problem (it's capped at 4.0 all the time).
The problem is that i can put any vcore (manualy) in my motherboard but it's capped at 1.308 all the time in prime95.
Anything I do..it sits there.
On stock ( turbo and everything on) it dips from 1.34 to 1.44 .

Those were voltages in HW monitor.
I tried Amd OverDrive and it sits at 1.325 here.
What program should I trust? I spent some money on the cooler ( cryorig h7) and on the mb..i really want to overclock
( where I live those were pretty expansive for me..)

Ok so i was trying to disable everything "power saving" related in my motherboard .
Disabled everything, HPC activated,manual voltage 1.345.

But my voltage wont get to that. It stays below 1.308 (1.29 or smh). It seems stable but i wanna OC and I don't think it's going to work ..

When I have everything on stock the voltage is between 0.9(idle) to 1.45 when is at 4.2ghz (turbo).

The cpu is stable ,i guess. Battlefield 4 for 40 mins,max temp 45. Prime 95 for 20 ,max temp 53..

my LLC is on auto..is that the problem?
