Strange Video Card Downclocking

I have an AMD 290x. Basically, the gpu performs at optimal clock speeds, expect whenever I am playing a multiplayer game, or anything that requires render distance. It is the strangest thing. It isnt related to cooling or power as I have checked the power delivery, and I leave the fan at around 60-70% with about 70c on the temps max. When I am playing GTA or Battlefield 4 multiplayer, the players and action on the screen makes the card downclock. Like when its needed most, it decreases its clock to a minimum of 400mhz. And in Games like minecraft, as I turn up the render distance I can literally see the Clock speed decrease in after burner. This hits my fps hard in a lot of games. Please help out with this if anyone has any idea.

Well i don't know whether you read the review of the R9 290 series on tom's Hardware or not. But they also found this downclocking problem with these two cards. The R9 290 according to them downclocks around 20%. But your card seems to downclock more. It's the problem with the reference coolers according to them. Custom cooling can help solve your problems. It never passes 70% usage on the cpu though. I have also made sure all power saving features are off and I have an overclock 4.7GHz
 
yes bacause there is not enough power(bandwith whatever) from the cpu to support the gpu(it just cant do the stuff it needs as fast , and it doesnt matter what your cpu usage is if the code isnt optimized for your cpu it could show you only 20% utilization and bottleneck even worse it doesnt need to be @ 100% utilization tobottleneck, also what about singleplayer in bf4 ?
 

No problem in single player. It's just hard to believe that an 8350 at 4.7ghz isn't good enough
 
well thats reality amd cpu arent good for mulitplayer, got mine fx 8120 @ 4.6 and in mmo's such as swtor i might aswell have a athlon 2 x2 the performance in pvp is barely 20fps, its not a high end chip after all, so as i said if single player functions flawless then you have seen the harsh reality of amd fx line...
 


My only question, as it seems u know what you are talking about from experience, does your gpu down lock when playing swtor or does it operate at peak core clock?
 
it donwclocks from 1288mhz to 1019 in fleet and when i enter pvp it used to downclock to 700ish something , ive modded my gtx 670 bios in last month its now locked at 1019 as lowest clock but yes thats what happens when the gpu is to fast for the cpu and it gets downclocked

i have speak with a friend who has the same gpu as you and had the same problem, he solved the problem from catalyst options i think it was from overdrive(raise the power limit or something).
