Question Strange WiFi Connection Issue

Hi Everyone.

My nephew recently bought a used gaming PC and when he got it home and tried connecting to his WiFi network he gets the error Cannot Connect to Network.

NOTE: The family has many other devices that connect to that network without problem.

It's a Windows 11 PC and here is what I have tried so far.
Different networks - the PC connects successfully to multiple other networks.
New Wi-Fi adapter - Same result. Works on other networks but not my nephew's home network.
Forgot the network and attempted reconnecting.
Ran the network troubleshooter.
Hard reset of the router.
Renaming of the wireless network.
Updating of wireless adapter drivers.
Fresh installation of Windows.

I'm at a loss of what to try next. My nephew is contacting his Internet provider in case it's something that they can help with.

I would appreciate any suggestions that I haven't thought of.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Fresh installation of Windows.
Where did you source the installer for the OS? Did you recreate the installer to rule out a corrupt installer? Did you install the OS in offline mode? Manually installing all drivers meant for your platform with the latest version in an elevated command, i.e, Right click installer>Run as Administrator?
