You are putting aside a full half of your PC build budget for a monitor and accessories? From your 1,300-1,500 you should put about 1,000 towards a computer and the rest for a good monitor/keyboard/mouse setup. Prices for video cards are very high now, but for a "good" gaming system that you will stream from you will need a strong CPU and video card, unless you are going to be using a second system with a capture card to streaming.
Need to know what games and what settings are you looking to get to. A good i5 CPU and a GTX 1060 is OK for things like LOL and CSGO with streaming at high level FPS, GTX 1070 for more demanding games.
I understand that now I was looking up prices anbfidnt know that the prices on building a pc where that high up I pretty much have a build ill post it in a bit to show the specs an get what's recommended I am looking to play fortnite and WoW on nice graphis on a 1080p 144hz Asus monitor an I am switching my budget from $700 to $1200 an I won't be able to purchase everything at once I'm planning on purchasing over the course of 5 weeks when I move so it'll all be at my parents place when I go but for specs I'm looking at this:
