Stream games without internet connection

Is it possible to stream a game from my desktop to my laptop which are on the same network without internet and minimal lag

Yes, you will need either some form of Software (like TeamViewer) or Hardware (like a SmartTV or RokuTV) that will allow you to do this.

nvidia moonlight is the best. steam link is not a bad option if you have amd in your pc.

you will want a wired connection or a strong los wifi connection. 50Mbs+

encoding/decoding adds some latency.
devices can range from 3ms to over 75.
nvidia shield can get 3ms wired.
my pixelbook gets 17ms h265. 70ms h264 on 2x2 mimo wifi tested over 200Mbs.
not all moonlight clients support m/k. a lot of android ones do not. the shield just added it, i haven't tested it yet.
