Does anyone know how to make Windows 10 do what Windows 7 did, where if I switch my default audio playback device, it will automatically switch over all open programs to the specified device?

I am not sure why Windows 10 does not preserve this functionality for you. You can reproduce it, however, using third-party software, such as Audioswitcher.
