Question Streaming, 5700XT or 2060 Super

I'm trying not to break my budget barrier. i will be using it for streaming on YouTube. I can either get a 3700x with 2060 super. OR 3900x with 5700xt. But i have no experience with amd GPUs. I saw eposvox says for streaming amd gpu aren't worth. I'm stuck at deciding because where i live. 5700xt is cheaper than 2060 super. And gives almost similar performance to 2070 super. And then there is h264 encoding vs nvenc. H264 on 3900x will it be good? Or should i go with nvenc with a 2060 super and 3700x? (I will most probably be streaming at 720p60.) All of that will be done on a 1080p monitor.

nvenc will be dramatically better than H.264 encoding, firstly because of the far superior image quality and secondly because it will have much less of an impact on the game grame rate.

But How much ever reasearch I've done everyone agreed that the better quality is of h264. And from what I've seen on YouTube, 3900x running h264 encoding. Didn't have much of an impact on the fps. And even if it does. It wouldn't matter on a rx5700xt @1080p gaming would it?
