Question Streaming at 720p while playing at 900p

Can I stream at 720p 60fps while playing games at ultra 1600x900? My processor is AMD 2600. I plan to play Dota 2 or CS:GO at Ultra detail with 75 fps using GTX 1650 Super 4GB. But to more heavy games such as Skyrim or AAA games I plan to do it at 900p 60 fps.

Can GTX 1650 S do it?
