Streaming Fps Issue

I'm currently streaming 720p60fps on 3,000 bitrate. The problem I am currently experiencing is In-Game lag even though there is no effect on my actual framerate. My games framerate is 250+ in Counter Strike Global Offensive and 144 (capped) in League of legends. Yet as soon as I open the OBS program, my game feels sluggish and as if my framerate is much lower (60 - 85 fps) even though my fps counter stays at the aforementioned framerates. My computers specs are : I7 4790K CPU, GTX 960, 16GB ram, ASUS Z97-AR motherboard.
 
Solution
Hmmm... must be stressing some part of the system displaying the video that it is streaming. Minimizing it stops it from having to render that so it frees up those resources... at least that is my guess. Well, glad you figured it out. Happy gaming/streaming!
I'm inclined to say that you don't have enough cores. However, do you happen to be running an SSD or a mechanical drive? Your laggy behavior could be loading speeds. If you are running a mechanical HDD you might want to look into upgrading to an SSD, if you already have an SSD, you'll be looking at either a more costly upgrade, switching streaming programs, or a dedicated streaming computer.
 

I do not have an SSD, are you sure that this will have an impact on the issue?
 

Nope, just did and my disk is at 5% average and 42% memory, 40% CPU and 5-10% GPu

Well, that doesn't make any sense. You've got plenty of resources. Did you try it with OBS running and streaming?

Also, can you describe the slowdown a little more. Do the controls feel sluggish? Does the video seem sluggish? Does it seem like the network connection is sluggish?

Actually, the network connection might be another thing to look at. Are you trying to stream over wi-fi or are you running a cable to the router? How is your internet connection?
 


I'm using ethernet connection, I am plugged directly into my router. I've found a way around the lag, which is a super weird method but it seems to be when the program is not minimized it gives me an input lag, on controls. But when minimized it doesnt give input lag at all.
