Streaming from TV tuner

Hello,

I was wondering if anyone could help me with this issue....I am trying to stream (live) a video from a TV tuner...

I understand I need a TV tuner to watch the video on my system but I also need to stream this video live to another location over the internet, maybe streaming is not the correct term for this but I would like to send the video to another location so they can watch it at the same time (is it possible to use a combination of Skype and TV tuner???)
