you could, I have with a 7700k which is pretty much the same just a little newer. i've streamed on twitch with BEBOwith my setup, i believe you would be better off with 16gb ram though.

BO4 already uses more than 7GB of RAM when it's just the game, I'd definitely upgrade that if you plan on streaming. As for the actual streaming, are you planning on using NVENC or x264? You'd probably struggle a bit with x264 unless your bitrate is pretty low and you use the veryfast preset in OBS. You'll have to do some test streaming. If you use NVENC and low settings in game so your GPU can pick up the stream, should be fine, but again RAM might be an issue for you.

Nvenc doesn't use the same resources as games use it's a ASIC,you can run at ultra quality and record with nvenc,and you won't loose any FPS,at least not enough to even notice.
