Streaming Movies, motion momentary loss of 2-3 lines horizontal sync

Hi,
I've checked the forum archives and not found anything that gives me a definitive idea what the problem is.
I'm wondering if a dedicated graphics card may help, but am not sure.

When I stream movies from Netflix, Hulu, and Amazon Prime, whenever there's motion, I get about 2-3 places on the screen that appear to be momentarily losing horizontal sync.

I have a Comcast Business Class solid 25/5 wired Internet connection that tests consistently at 30/5-6.

My computer graphics is
Intel HD Graphics 530 Memory 1024 MB, on an Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz.
(I would think this should be enough graphics to handle this)

Windows 7 64-bit SP1
Asus PRIME B250M-A motherboard 64GB of Ram

I'm running the latest Intel Graphics driver, 21.20.16.4860

I get this same behavior on BOTH my
desktop monitor (using DVI-D) and
my TV, a Samsung Series 8 (using HDMI).

I've tried swapping a different known good HDMI cable, no difference.

I'm open to any answers or suggestions.

Have you tried to use different internet browsers ?

Yes, it does it on the latest Firefox and Chrome.
I've also tried disabling hardware acceleration.

I would think Intel HD Graphics 530 should be able to handle this OK.
That's why I'm wondering if I'm missing something?

Yesterday I got a EVGA GeForce GTX 1050 Ti SSC Model# 04G-P4-6255-KR graphics card.
Updated to the latest driver.
Set Vertical Sync to "Adaptive".

The problem has been greatly eliminated, but still happens sometimes with motion.
At least it's now watchable.

Yesterday I got a EVGA GeForce GTX 1050 Ti SSC Model# 04G-P4-6255-KR graphics card.
Updated to the latest driver.
Set Vertical Sync to "Adaptive".

The problem has been greatly eliminated, but still happens sometimes with motion.
At least it's now watchable.

It is bit of too much but what about trying Windows 10 ? It is available for free, legally from Microsoft itself. Why not try this for once ?

Since my last post on this, I changed my BIOS settings to use my onboard processor for just my desktop monitor, and the external graphics card for just my big screen TV.
Did a little more tweaking on the graphics card settings and it now streams great!

As to Windows 10, I'm just not sold on it yet.
