Streaming twitch help

While I'm using obs to stream at twitch.tv i get 60fps on some game but it was so laggy for me .I get 60 fps above but on my screen im lagging so much .
Any tips on streaming ?

Motherboard Asus Intel B85M-G
Ram Kingston 8GB DDR3L 1600MHz
Seagate 1TB 7200 64mb sata3
Msi GTX 1050 TI 4GT OC (4GB)

Reset everything to default then change these:
Streaming only do not enable recording at same time and uncheck output to file.
x264
2000 bit (if you have upload speeds above 40mbps or 3M/Bs you can go higher)
audio 256bit
CBR
default buffer
uncheck enforce streaming service encoder settings
veryfast preset
rescale output to 1280x720 (2000 bitrate 720 looks way better than 1080 at the same bitrate)

settings > video
base canvas size 720p
rescale 720p
bilinear
30fps

Download some kind of GPU software with frame capping and put it at 60. EVGA XOC does this but I only recommend this one if you have an EVGA card, just google for something similar.

go to speedtest.net and post back results, which encoder do you use nvec or? Also you can enable IGPU in motherboard bios and use that one to stream, not sure will it result better image or worse, there are a lot of guides on youtube how to setup OBS perfectly for streaming.

Whatever game you're playing, try running it in fullscreen windowed mode. When setting up the scene select either window capture or game capture, do not do full desktop. I used to stream on a dual core laptop from 2005 (at 540p), you don't need much to stream at 720p as long as your in-game settings are mixed medium and low, but going to 1080 takes a lot.
