Streaming videos stop playing after a few seconds

Hello all,

I'm new here and i hope this is in the right section

I'm having an issue with my fathers PC. A few months back, I updated my own personal PC and gave him my old one. All I really did was reformat with a fresh Windows 10 install and set him up so he can watch his Netflix and YouTube videos. Everything has been working fine up until a few weeks ago. Now, for some reason, videos will play for a maximum of 20 seconds before they just stop. I don't believe it's a buffering issue because i can see the video is completely loaded, it just won't continue playing. Pausing and playing again does nothing, and if i reload the page, it will just do the same thing

I have fios with 1gb internet speed and speed test shows everything is working like it should. The PC is wired directly to the fios router. I can stream videos just fine on my personal PC and the 2 firesticks i have in my house

Things i've tried:
- Streamed videos on firefox, chrome, and edge. all have the same issue
- Disabled hardware acceleration
- Shut down and restarted PC
- Disabled ad blocker
- Checked video card driver, up to date

I'm at a loss on how to go about troubleshooting this, hopefully you guys can provide me with some insight
