Streaming with the webcam

Hi everyone,
does anybody know how to send a video with a webcam? WITHOUT connecting
to a server, DIRECTLY from the webcam.
I mean if someone connects to my webcam, can i send out a video instead
of live footage?

If you mean with out connecting to an external server, just get a
webcam that doesn't require an external server.

You need to explain better what you are talking about (live
streaming, recorded video files, etc.)
