Stripped down old computer still won't boot

I've had this old computer for a while, though I havn't ran it in about 6 months. I tried to boot up today, but it didn't work. As soon as I hook up the power cord, the fans all turn on, but nothing else happens. No video output or beeps. Power button does nothing, holding it doesn't turn the computer off.

I've removed all the PCI cards I had in it, disconected all HDDs and DVD drives, removed all but 1 stick of RAM (And tried different sticks of RAM), and replugged the motherboard PSU cable and the CPU PSU cable. Even after all of this, the same thing happens.

What could be wrong? I've tried everything AFAIK, with no results :/

though it seems the most likely item I cannot and will not say that the motherboard is the fix. the only way to know for sure is to be able to try all the other parts in another system and confirm that they all work, including the cpu. only then by process of elimination could you be 100% for sure on the motherboard.

I recently had a similar problem as far as everything running but no display. Turns out a cpu pin was bent which I was able to fix. I also had a problem with the power button not working which I fixed by reversing the motherboard connection.

Ok, im considering buying a new motherboard and installing everything in that.Would this definetly fix the problem? Or is it possible the PSU is causong it? I wouldnt have thought the PSU since all the fans run, the PCI cards run, just no diaplay or beeps.

Alright, I've just tested the PSU, which booted one of my other systems sucessfully. The only things left are the CPU and the motherboard now. I guess I should take the CPU off an look for bent pins? I don't have any other systems of that chip type, so Im not too sure how else I can test it. Also once I remove the heatsink, I can't put it back on without reapplying thermal paste, correct?
