Question Strix RTX 2070 fan speed stuck at max

Card: ASUS ROG Strix GeForce RTX 2070
As the header says I can't seem to adjust my fans at all. I installed the card yesterday and everything is working fine but my fans are turned way to high and are making too much noise. the only time they idle is when I'm in the BIOS menu(motherboard is also ASUS) which they don't appear in the qfan control panel.
I've tried GPU tweak, MSI afterburner, Qfan control(they do not appear in the bios qfan control at all), and AI suite 3 and my fan speed reads 0 on all of the programs even though its currently running very fast.

Which Power Supply unit are you using with this card ? List the make and model number. Is that a brand new GPU ?

Its a brand new corsair RM1000x

Okay. That's an excellent high quality PSU. No worries here.

Btw, I'm not sure what might be causing this issue, but the fans shouldn't spin when the GPU is in idle mode. Might be some issue related to the "sensor" reading, though I'm not fully sure. Is the GPU also brand new ?

Yes the gpu is brand new.
