Strix Z270E Test boot: Motherboard lights up but fans not running, nothing on monitor, no beeps, no bios

I'm building a new computer and it has been a minute since the last time I made one. I've installed the motherboard (Asus STRIX Z270-E GAMING ATX LGA1151), memory, SSD and HDD, CPU Cooler, and CPU. I go for a test boot to see if all is well so far. I've checked the connections, unplugged and re-plugged, but when I start it up the motherboard turns on (LED activates) but the case fans (2)/ CPU cooler fans don't spin and the bios doesn't pop up on the monitor (nothing pops up, it's not connecting at all). Need some help on this. Thanks in advance and all parts that are with this build are below.

@The_Staplergun: Did that and no change but found extra ram from one of my main computers (I thought they were DDR3 but they are DDR4 so I can test with them.) The ram I bought seems to be DOA but still lights up. Ram from other computer works and it boots. Have to buy new ram for this rig now.

Try moving the ram around, put one stick in all four slots, and try the other. See if you can get it to boot with that. I just experienced this problem.
If the right two slots don't work, your B side DIMM slots are bad and causing boot fail.
What lights are lighting up on the right side of the mobo when it goes to boot cycle. Red/orange/white/green. See what it stops at.
 


Even with stock bios this should boot. I just put this combination together a week and a half ago and it started. It's gotta be something different as of right now.

 
@The_Staplergun: I cannot put 4 sticks of ram in currently because I only bought 16GB (2 x 8GB). I did try to move around the ram with what I had and what configs I can do. What lights are you talking bout lighting up? The boot device light and ones under that?

@Paul NZ It should still boot with stock bios but even so how would I update the bios when bios won't come up? I have a flash drive with current bios ready but nothing on the monitor. :/ What sticker are you referring to?

mine stops at orange and no vga and boot led show up what does it mean
