Short story:- Swapped a different GPU in same PC it works fine without freezez, hence its GPU (most probably).

Long story:-
I recently bought 10600K + MSI Gaming PLus. The GPU, PSU, harddisk was carried forward and is 3 years used. Just 1 week into new setup, games started to freeze. I re-installed Nvidia, windows, bios reset, disk diagnosis everything. The freezing remained. But after swapping it with my spare 1070 it never froze. Could my GPU be failing? It doesnt heatup and remains 67´ under load. Can anyone suggest how to repair the card?

System Specs:-
10600K + MSI Z490 Gaming Plus
Asus Strix 1080Ti
Corsair Vengence Pro 16GB 3200mhz
Corsair AX 860i
Win 10 on 128GB SSD

Solution
1080Ti freezes but 1070 doesn't. Hmm...
Considering everything else you've tried so far, I'm inclined to think:
-the gpu's OC isn't stable anymore: even if you never did it yourself, that card was pre-overclocked from the factory
-the psu: it SHOULD still be good, but freaky stuff does happen... there's also the fact that the 1070 doesn't draw the same degree of power, so this likely isn't valid unless you are able to test with another 1080Ti or RTX 2080, which is about where the 1080Ti sits with the 20 series.

yup, 1070 drew 170w, while 1080Ti 250w. so I turned ´power limit' from MSI afterburner, and viola the 1080Ti didnt freeze, that lead me to conclude PSU was faulty. So I changed PSU and the problem was fixed. It was hell of a journey diagnosing the issue.
