Im in need of a strong gaming pc that can run cs:go on its max settings. On my old computer I have only been able to do medium and it still lags during gunfights between 3 or more players. As far as budget goes under 5k.

Well... if you want something under 5K that's possible. Although if you're just playing CS:GO, you could probably spend $800 or less and play on max settings. I have an old Core 2 Quad with 8GB RAM and a nVidia GTX 460 card, I play CS:GO maxed out without a hitch lol. So if you spent less, what would you prefer to spend? $1500 maybe? If you did that, then you could play other games on high-max settings no problem.
