Stuck at 1.60 Ghz

So I bought an Intel cpu that was 2.4something Ghz, and the motherboard recognized it as 2.66 and treated it as such. I did a load test by encoding video, and suddenly in the middle of it the cpu started throttling like crazy. Once it was done, I restarted the computer and lowered the multiplier, and it's still like that. So I lowered it even more and now I've got this

Is the cpu screwed?
 
1. Did you set the Heatsink correctly?

2. Did you disable speedstep in bios

3. Do you have a Virus?

4. Use Task Manager to measure the load and RealTemp to monitor Temps if its overheating

5. None of the above well then sound like that E7300 is DEAD :ouch:

BTW, that CPU is great I have it to 3.18 Ghz on Stock Cooling with my Crap ECS board from a fry's combo 😀
