If you are just sitting at the desktop looking at GPU-Z, there's no load on the GPU and so it'll show idle speed. There's a button there to open an additional window that allows you to put a small load on the GPU, to see the numbers you are looking for.
The other possibility is that the display driver crashed and recovered. This can cause it to report the incorrect values to monitoring software programs. In these cases, its either running at the value displayed, or its actually reverted to its default clock speeds and you just can't tell, due to misreporting the values.
When i run GPU-Z and also run the render test it shows it running at the correct speeds.
GPU core Clock 1201.6 MHz and GPU Memory Clock 1252.8 MHz
However, i've entered H1Z1 and the Core Clock speed alternates every few seconds between 540 MHz and 405 MHz.
I dont think the drivers are an issue as i have tried a System Refresh, Rolling back the drivers, using DDU to clean wipe it and reinstall for NVidia.. Heelllllppppp
