Question Stuck at boot loop Gigabyte GA-Z270P-D3

Just bought new motherboard Gigabyte GA-Z270P-D3 and didnt figure if it needs to be flashed for I7 7700k? The reason i'm asking, because im stuck startin pc. It starts then after 2s restarts, then it will be silent for bout 3s and then starts restarting forever every 1-2secs. Can't get to bios, no post. Full specs:

I7 7700k
Gigabyte GA-Z270P-D3
Corsair lpx black 3000mhz cl15 16gb Ram
Rtx 2070
Evga 850 g+ psu

Tried to take out everything exept cpu, still loops, speaker no beeps.

Thanks! I did check for bent pins, didn't see any, looks clean. I'm using deepcool gammax l240 aio for cpu. Strangely i did try hyper evo 212 after just incase... Spent whole day to make it run and nothing. Bth used hyper to check if cpu gettin power, coz who knows and it was a bit warm so i guess cpu aint a prob or can it b dead? Cpu is from old system where my motherboard died .

Just checked the memory support list if i do understand clearly the ones that marked green r supported and white r not? Srr for being stupid, just wanna make sure. Cant see in description what marking means :(

To me - this happens whenever I connect to a different power socket. It just wouldn't reach the BIOS splash screen.

Changing CMOS battery - did not help.

Reseating memory modules (4 of them) helped reach bios and eventually boot. Now it consistently boots - until next power socket change. Strange indeed.
