Stuck at Intel Inside Screen

My Computer is a pretty old one. For the past 2 weeks when ever i power it on it just gets stuck on the Intel Inside screen and that too has all sorts of wavvy lines on it. It tried restarting powering off but its of no use. The PC starts only after 10-15 attempts. Can any one identify the problem and give a solution.
Config:
Intel P4, 32 bit Windows XP, 1.2 RAM

Check the motherboard for any bulging or leaking caps. Make sure it is free of any dust potentially clogging up fans and heatsinks. With the age of that machine, I would say motherboard or power supply is the problem. So old, though, that it is not worth the trouble to fix. You could buy a refurb core 2 rig, while still old, but far better, for a similar cost.

Thanks for the reply. Actually it was a usb extension hub problem. I did the step by step troubleshoot by disconnecting everything and adding things one at a time. It turned out to be the usb extension hub i was using. Though i cleaned up the interiors on your advice. Thanks again.
