Stuck at Motherboard splash after installing new CPU cooler.

Only motherboard name is displayed during start up. It is not booting up.
This issue is occurring continuously whenever I switch on my PC.
I don't know how to fix this problem....please help me???
The problem has started after installing the Cooler Master HYPER 212 LED.
I tried installing the stock cooler again, then it works fine. Then I re-installed the cooler master hyper212, and the problem is occurring again.
I don’t know what’s wrong with the cooler master.
MY specifications are:
Operating System: Windows 10 Pro
Processor: AMD FX(tm)-8120 Eight-Core Processor (8 CPUs), ~3.1GHz
RAM: 10 GB
HARD DISK: 1TB
GPU: NVIDIA GeForce GTX 750 Ti
Motherboard model: ASUS M5A78L-M PLUS/USB3
POWER SUPPLY: HUNTKEY GREEN POWER 550W
CPU COOLER: COOLER MASTER HYPER 212 LED
CPU CABINET: ANTEC NEW SOLUTION SERIES VSK-4000B-U3 Black with USB 3.0

Remove or reset the CMOS battery.
Unplug any usb devices expect for the keyboard...In fact uplug anything expect for boot drive, GPU and keyboard...and then try again

Very strange. I suspect others may want to see how the Cooler Master is mounted to see if there's anything wrong.

As is... have you made sure you've plugged in the correct connectors for it? I am assuming there are two leads you'd need to connect to the motherboard due to the LED part.
 
Okay but please excuse me if you have already done this...you never know. A pea sized blob of TIM like MX4, Gelid or Grizzly or whatever TIM you have placed on the CPU. then attached the Cooler Master and connect cable to CPU 4 pin fan PWM connector on motherboard.

When the PC is switched on, does the CoolerMaster fan spin up?

Hello, thanks for your response.
I've placed the thermal paste on the CPU.
The Fan is spinning during the start up, But it stuck at the motherboard splash screen.
