Stuck at "Starting Windows" screen after installing Windows 7

I just reinstalled windows 7 and after my pc automaticly restarts it goes to boot up and its just stuck at the "Starting Windows" screen with the 4 colors. Not sure what to do, i have searched around for a while but havent found any solutions. Can anyone here help me ?
PC SPECS:
GPU: Nvidia GTX 1060
CPU: Intel i7-3700 @ 3.4 GHz
OS: Windows 7 64-Bit
RAM: 16 GB.
 
Solution
If you have two DIMMs installed try removing one of them and then try rebooting.

What hard disk drives and/or SSDs are being used?


So i tried booting up in safe mode and whilst loading windows files it gets stuck after it loads disk.sys. Tried it twice and i still cant get in.
 


Ok so that seems to fix the issue, i removed one of my two 8gb sticks of ram and now windows boots up normally.
But now i have another problem, i cant download anything. Im trying to download GPU drivers but the download keeps getting cut off and i get a weird error saying that the connection to the server has been reverted.
Im not sure if you can help me with it or not but its worth a try.
 


What's the brand and model of the motherboard?

Are you getting any network connection at all?
 


The motherboard is a Asus Maximum V Gene.
And yes i do get a internet connection but when trying to download things thats when i run into problems.
Tried Safe mode with networking but that didnt fix it.
