Stuck at Verifying DMI Pool Data

Hello. My PC has been working great for about 3 years now until it crashed all of a sudden. I'm trying to reinstall Windows using a USB drive (which works on other computers,) but when I try to use the USB on my PC it gets stuck on "Verifying DMI Pool Data..." and it will stay that way for hours. I'm running on a Gigabyte GA-78LMT-USB3 motherboard. Windows recovery will boot off my hard drive, so I'm really stumped as to what's wrong.

First thing to forget about use the USB to reinstall the OS.

You should try to find out the RAM has problem or not first. If you had the GPU, remove it, use onboard Radeon HD 3000, remove all the RAM, clear the CMOS. After that, boot the PC, your PC will or will not boot or POST. If the PC can boot/POST without RAM, it can't boot into the window, but you will get no RAM error, that means the RAM has problem. If the PC will not boot/POST, you need to remove the boot device too, try the same. If the PC can boot/POST without RAM and boot device, that means either RAM or boot device has problem.
