Stuck at white underline blinking, can't use Bootable USB to repair pc

Hello, today i tried opening my pc and for some reason my pc is stuck at the white underline blinking part because i cannot do anything at that point i plugged in a bootable usb that i recently downloaded because my pc is missing hal.dll but that is now fixed. So I tried booting uaing the USB and when it tells me to press any key to continue i did but this is what popped up next:

with that popping up im stuck thinking what to do at this point.
This PC has not been used for at least 3 days until now because I needed to replace the monitor.
