Stuck at windows loading screen

Hi, I am recently having an issue with my computer. The thing is it gets stuck at the windows loading screen,it actually freezes right when the windows logo starts to animate, now i can say this because i can see this very small red dot that is supposed to animate to the windows logo. This happens every time i restart my computer regardless how i do it. If i shut down my computer properly and turn it back on right away i do get the issue, clicking the restart will gives me the same thing and the only way for me to get it to work is to wait 30 minutes and turn it on again and it will boot perfectly, if i try to turn it on before 30 minutes let's say 10 or 20 minutes after it won't work, 30 minutes at least is my waiting period. Now when it's on it works okay, I don't get any slowdown or random crashes. I tried booting it from the windows installer disc but it won't work, it gives me the same problem it freeze right when the windows logo starts to animate and it stays there forever, the thing with this is that regardless how long i wait booting from the windows disc doesn't work. An oh I tried the disc with other system and it works okay.

the thing is I can't do it because it gets stuck at the windows loading screen when i boot from the installer disc

can you remove and format the hdd in another pc

i may not be able to do that now, but i will try if i get a chance.. for the meantime do we have other options?

If waiting 30 minutes allows it to work then it sounds like it is heat related. Are all of your fans working properly? Take a can of compressed air and blow the dust out, especially off of your CPU, fans, and PSU. Faulty ram or a failing rail on your PSU can also cause issues with hanging at the load screen. Run memtest86 overnight to see if your ram is throwing heat related errors. What are the specs and age of your PSU? Start ruling out some of the possibles and go to checking other hardware if the issue continues.
